Vany,

Making a summary of existing possibilities, as well as
determining the cost for developpment and making awarness of
necessity of such developpment would be much appreciated
by the NC.

I would suggest you contact majordomo developpers
and ask them (1) if they plan to develop and include tools
for managing limited number of posts per participant,
(2) the cost for such developpment if the NC or ICANN is
considering such feature.

Actually, the GA needs are drifting towards tools for
managing electronic society rather that one electronic list,
and we are facing this new challage.
