Vany,
the issue you raise is an interesting one. We did tackle the general issue
in Stockholm and I believe a number of constituencies are in the process of
developing their own positions. So, with regard to timing, I think that
Montevideo is a little early but I will consider this for a future NC
meeting (a teleconference).
