I do not agree with your assumption that ICANN is required to "consult
before making decisions." It is only required to consult with the DNSO on
certain "policy-related matters." Price does not fit into that category.
If there is any kind of requirement for ICANN to seek outside input on a
registry service (which I do not believe there is), it should be via experts
in the field and not a policy-making body.

But
* since what the TF is doing is making recommendations to the board (you
will note the use of the word *recommendation* or *recommend*
throughout) and the use of the conditional (if ICANN does not follow the
recommendations, then we recommend the alternative) and
* since you agree that registries are required to seek approval from
ICANN, and
* since ICANN has the mandate to consult before making decisions
Can you explain to me why you consider the process of ICANN bia the DNSO
asking the for TF recommendations inappropriate? Its not as if the TF
has any power. We are merely making recommendations.
