[registrars] Voting Clarification

The ballot sent out to the list was intended to a elect a single
representative (therefore only one vote is allowed) to fill the vacant seat.
There are no restrictions on the size of the registrar representative, any
registry ownership issues, etc. Any of these issues should be discussed by
the candidates on the list for the benefit of the voting constituency
members.
