Chuck:

I believe that the reason you were included on this distribution list was
the same reason that you were invited to the Registrar meeting this past
Monday. Specifically, Exhibit B "The Policy on Transfer of Sponsorship of
Registration Between Registrars" contained in Appendix F of the VeriSign
Registry-Registrar Agreement. On Sunday's registrar meeting, there were
representatives from NeuLevel, shareholders of Afilias, and a represent from
the .AERO TLD. Unfortunately you were unable to attend this meeting because
of a scheduling conflict.

I believe that the registries will be involved in this process as well as
the entire DNSO should the registrars decide to move forward with a change
in policy in accordance with Section 4 of the new Registrar Accreditation
Agreement. I believe that you would agree on this point based upon your
discussions with your constituency representatives. It is my understanding
that you originally proposed that the registry constituency take a stand on
this issue during the public forum session on Sunday. However, I believe
NeuLevel and the other members of your constituency rejected that stance.

The registrars will be having a series of teleconferences over the next
week. We anticipate circulating a letter to the other constituencies on this
issue, should the registrar constituency decide to move forward in
accordance with the procedures in Section 4.

However, I agree that your inclusion on this distribution may be a little
premature. I believe that the registrar constituency will want to work with
the entire registry constituency on this issue.
