please check paragraph "B" of sch. "k "of the ICANN agreements . it appears
to be uniform across the unsponsored registries...
it is located at

it would appear that registry pro would have to obtain permission from the
Moldova (".MD") government as well as the country code administrator befor
they could use the "md" identifier in the second level domain
