[registrars] Clarification

Dear Registrars:

This morning I posted what I believe was a final compromise document on the
transfer issue between the drafters. However, I have been informed by one of
the parties that there were material changes that are unacceptable.

In my discussion with the Registrar Executive Committee yesterday that any
further delay in producing this document was unacceptable. What we will
therefore do is post each sides' final document. I will label each Document
A and Document B. Each will be made available for comment, and then voting
will begin next week on which document properly reflects the constituency's
position.
