[registrars] At Large Study Committee

Prior to Montevideo, I circulated a preliminary commentary on the ICANN At
Large Study Committee (ALSC) draft report. I stressed that this report
represented a significant cross-road for the Registrar Constituency. During
Montevideo, the ALSC met with Registrar Constituency to discuss its report.
I met with a number of registrars and representatives from the other
constituencies to discuss the potential restructuring of ICANN. These
comments have helped in the modification of my original document. Let me
stress that TIME IS OF THE ESSENCE. This topic will be one of the important
issues discussed in the upcoming November meeting. Various other
constituencies are already drafting formal position statements.
