[registrars] An informal social invitation

Fellow registrars:

An offer has been made to organize a casual dinner for the
registrars'constituency on Saturday November 10 prior Sunday's meeting.
Please respond to Liz Williams whether you will be in town and would care to
join the festivities. She will take responsibility for organizing the venue,
and transportation if necessary. People will shoulder  their own costs.

Let's have some fun before the fun.
