Dear Registrars:  This is a solicitation for all Neulevel accredited 
registrars to boycott the
ICANN meeting unless -- unless Smiley et al sign an agreement that they 
will not attempt to serve a summons on any registrars who attempt to attend 
the ICANN meeting.
