Dear Ross:

My point continues to be that residence in
the "ICANN Region" is more important than
citizenship in said Region.  

A Japanese citizen living in New York it not necessarily better to
represent Asia than Richard, who lives in Japan.

To add to the fray, Japanese do not think of themselves as
"Asians":-}   Regards, BobC
