[registrars] Anti-spam law proposed Nevada

Dear Colleagues:  They may be jousting with windmills, but the signs of the 
time point to laws restricting Internet activities with attendant new 
burdens for registrars and registries.

Paul Harvey often says "Self government without self control won't work", 
or words to that effect.
