Bob, 

Please be assured that I for one do not feel disenfranchised (nor do I feel 
like a camel :)  ).  It is nice to have an easy going method relaxed method 
of proceeding, but in order for any organization to be effective it does 
need policies and procedures that should be followed.  A technical problem 
between my fax equipment and the efax account made it impossible for me to 
get the paperwork submitted in time.  The rules were published and it was 
incumbent upon me to comply with the published guidelines.  If exceptions 
are made it compromises the entire process and taints the results.  By 
sticking to the rules we protect the rights of each individual member of the 
group in the future.  I look forward to being a productive and active member 
of the constituency for the foreseeable future and respect the process by 
which we conduct our affairs.

sufficiently flexible to accommodate the many variables with hoops too small 
for some to jump through. 

In the US, we had "poll taxes" designed to keep African-Americans from 
voting, very effectively disenfranchising them.  We have compounded the $750 
poll tax with a technical "eye of the needle".  We have disenfranchised a 
few of our "camels";-( 

I do not suggest that we should make late changes, only that we had been 
smarter during the DC meeting.  Michael Palage tried to lead us down a path 
which would have been more fair.  Rick, on the other hand, is so in love 
with this techie solution that he can't see the forest for the trees.
