ITU appears to not belive in open and transparent processes, preferring
processes taking place behind closed doors, and more responsive to their
special interests. They would prefer that the term stakeholder be restricted
to those that support the ITU/CORE/PAB agendas, and include only tokens of
other interests to avoid criticisms.
This is no surprise coming from the ITU and Mr Shaw, since public participation
as been the bane of the ITU and the gTLD-MoU processg. Public participation
revealed the serious flaws with the gTLD-MoU process and I believe led
ultimately to its demise.
So it is not surprise that the ITU and Mr Shaw would advocate a closed process,
since an open process would evidence that a significantly large portion of
stakeholders to not agree with many of the positions and policies advocated by
the ITU and the CORE/PAB special interests.
