AT&T objects. there are no clear rules for how that would happen, what
"law" would govern the operation of any new gTLD; the dispute resolution
procedures aren't final, agreed to, tested, implemented, etc..... And
more... But we agree that we need to continue working on the process and
procedures, and criteria for introducing new gTLDS. Marilyn Cade
