An alternative, but friendly, motion.

There are two clear groups - one which favors creating a process
for allowing many new TLDs to quickly come into existence, and one
which favors a very slow "testbed" approach of just a couple of
TLDs.  That dichotomy - on both policy and legal grounds will
continue indefinitely.  If the latter proceeds, the proposition
will likely be judicially tested.  So be it.

One would expect at this point that two working groups would be
formed to develop respective plans - that would proceed
together to the ICANN Board.  They can then make a decision.
