Has the threshold issue of selection process been decided?
Have they even been listed and discussed?

Practically, there needs to be two processes - one for
those TLDs for which there is some form of pre-existing
claim, and the other for those for which there is none.

For the latter, the processes would seem to include:
1) random selection
2) auction
3) a neutral panel of judges
4) voting by DNS administrators

Other options?
