In fact the standard practise for this sort of decision process is a) make
it accessible to all who wish to participate, b) count (only) those who
show up.

Given that you have long-standing and forceful desire to limit gTLD
expansion, why do I suspect that if we had 10-25 more participants, some
other objection would magically appear?
