The simple answer to your first is "no".
The better rejoinder to your claim on the question of method is to advance
to the means of proof. Delegation of .naa prior to the fulfillment of your
general condition, will prove one way, delegation or non-delegation of the
same after will prove the other way. You are free to suggest alternative
non-distructive methods to test the hypothesis.
A "rule or principle that ..." Human rights obviously.
A lengthy review of B is in the WG-C archives. It is an awful piece of
mumbledom, and saying it isn't so doesn't improve its defects.
The delegation by ICANN to a sponsor? The NCAI/AFN in particular? Absolutely.
The delegation by a sponsor to an operator? The NIEC/Treaty7/Wampumpeag/
NITI/InterCOUP in particular? Absolutely.
