Look up the definition of abstaining.  For all intents and purposes they did
not vote.  None of the above was not an option, so an abstention is, in my
opinion, nothing more than stating that it is your intent not to vote, and as
such should not be counted any more than those who elected not to voice their
desire to not to vote.
