An existing example is .INT

Thanks for the ad hominem, but the question was always and only about the
IANA/ICANN DNS. What you are calling 'changing the rules' is instead an
attempt to keep focus on things that are relevant and exclude those that
are not.
One of the many sources of distraction for this group has been the constant
effort to bring in discussion of things outside the purview if
ICANN. ICANN's responsibility pertains to a particular DNS root. All
others are independent.
My assertion was that letting a registry create the TLD has no precedent
within the IANA/ICANN DNS.
Counter-examples continue to be solicited.
