A root server defines a name space.  Independent root servers define 
independent name spaces.

It is not ICANN's job to worry about all of the name spaces in the 
world.  It is ICANN's job to worry about just one.

Given that many people are worried that ICANN is trying to take over the 
world, this sort of "myopia" is highly beneficial.
