[wg-c] Vote on WG-C Report

Given the limited scope of this report and its failure to address the wide
range of key issues, ranging from the customers' needs, through to
operational issues, the key criteria needed for creating new gTLDs, and not
forgetting the issues of trademark, brand and IPR, I cannot support the
submission of this document to the Names Council and vote NO.
