It really doesn't matter whether NTIA filled out a purchase order or went
out and paid cash - the question is the authority under which it acts.  
And if NTIA can not show a clear chain of authority leading back to the US
Constitution, no amount of legerdomain is going to create such authority.  
And that lack of authority exists forever and may be attacked for the
indefinite future.
