[wg-review] Error - correction (re Theresa Swinehart)

I erroneously named Theresa Swinehart as the secretary of the DNSO.
Actually, it is Elizabeth Porteneuve. I've made this error before,
because they are the only two women I know who are involved in CORE
(there are probably others).
