I am on the Names Council Budget Committee- rest assured, that is our number
2 priority (number 1 is raising the necessary funds). While our work is not
yet complete, I can and will say that a permanent administrative secretariat
is essential, we all agree, and it is on its way (at least a RFP for the
services).

To all.
I though about Elisabeth Porteneuve's mail of yesterday. She says that now
she is elected to the NC she has to give up being the Secretary of the
DNSO. I also observe the support that my difficult understand of the
WG-Review situation as far as NC is concerned. To help Elisabeth has kindly
proposed several URL I declined as I feel incompetent to go through the NC
Archive and decide what are the real decisions.

I therefore propose the following Motion;

"
The number and the complexity of the various printed and electronic
documents the NC must produce and archive has been identified as one of the
difficulty to relate and therefore to reach a consensus with the NC. The
WG-Review therefore request that the NC elects a Permanent Secretary, as
usually do the public bodies. His/Her task will include supervising the
Scribe and the secretariat Staff on behalf of the NC. No NC report or
decision will take effect without the co-signature of the Secretary. ICANN
bylaws will be modified as appropriate to accommodate this motion.
