When I said there are some interesting comparisons, I was refering to the
ESTABLISHMENT of the EC.  The deabating and dealing that went on between the
different groups.   In other words, one group advocates a specific plan of
action.  Another group opposes and suggests something different.  In the
end, the two groups come together and come up with a system that utilizes
aspects of each plan... that is my comparison.

I don't see how you got that idea from my comment (and I don't understand
what that has to do with the EC.  I gather that you are not a fan of the
Electoral College but I think you may misunderstand why it was put in to
place and exactly what purpose it serves.  Perhaps in another forum we could
debate the advantages and disadvantages of this type of representation but I
don't think anyone else wants to hear it in this WG.)  Nonetheless, I do not
advocate what you have described.  (Would anyone?) Nor do I advocate that we
should draft a plan that REQUIRES the votes of 350,000,000 people to be
effective.  True democracy works when deciding where the family wants to eat
(sometimes).  It doesn't work when there are a lot of multi-faceted
technical decisions that must be made on a daily basis.  I hope this helps
clarify...

be heard or vote to be cast from a community of 350,000,000 people in order
to elect the person who will represent them in the global community?
That's the comparison I see most clearly.

The electoral college is the system that resulted when two opposing groups
compromised in order to establish a functioning system.  Some of the United
State's founders did not trust the masses to make educated decisions about
who would be the most qualified to lead the country.  Others wanted to
insure that the people had the ultimate say in how officials were elected.
And so they compromised! It also insures that the votes of people living in
less populated areas are as powerful as those that live in the larger
cities.  There are some interesting comparisons between what we are doing
here and the establishment of the US Electoral College.

Wasn't it the electoral college framwork, that ensured that a
democratically elected president of the USA, lost the election?
