Anyone can submit comments; there will be a two week public comment
period after the NC posts the task force report, and there will be a
month long comment period after that when ICANN posts it. So if people
want to submit detailed comments they will have ample opportunity to do
so in spite of Mr filibuster. If the WG causes a number of people to
submit detailed, thoughtful comments it will have accomplished a very
useful goal, in spite of all the problems.

While it isn't a popular view in this forum, in fact ICANN's processes
guarantee that anyone who wants to be heard has many opportunities to do
so. There is the Task Force, the GA, the multiple public comment
periods, the open mikes at the physical meetings, and various email
addresses where you can send comments.
And over the past couple of years I have gotten to know the ICANN staff
and some of the board members, and it appears to me that they *treasure*
thoughtful, informed comments, because they get so much garbage.
