I'm glad you included the "at least".  One idea I have been
considering is the formation of a group to represent the interests of
resource providers on the Internet.  The majority of resources are
either associated with domain names or IP addresses although the
providers may not necessarily have rights over those domain names or
IP addresses.  I know that these could be included in the AtLarge
group, but do not consider that would be viable representation.
