This is an excellent ideal. But, presently unworkable. Alejandro can tell
you, I worked on one of the larger Spanish Language portals, so I sympathize
with your view. But, the volume is too great and ICANN doesn't have the
budget, for the required armies of translators. This is only partially
ameliorated by the existance of language translation portals, such as
babblefish.
Alternatively, the authors would have the translation burden. This poor
author can only communicate in five languages, but I can only effectively
write in two, maybe three of them. This hardly puts a dent in the
requirement.
