Great. But what are you saying then?

They UNDERSTAND the texts. right? So we don't need to translate them
into 764958 different languages.

They may have problems to DISCUSS? Via email, I have seen very poor
command of English bringing the message accross very well. 


So we need translation services for the meetings. If at all.

No, I think we need to actually identify the people responsible for
the 240 odd ccTLDs and then try and contact them. I am quite sure that
many of the listed names are not involved in the management of their
ccTLD.
