I didn't say ICANN had no power to redelegate or even to have a role
where there is disagreement between a ccTLD and a Government. I do
question what would happen if ICANN tried to impose a universal policy
on all ccTLDs without their consent.
As an example some ccTLDs are open (anyone can register a name) and
some are closed (must provide proof of residence). If ICANN or even
DOC tried to impose a policy stating that all ccTLDs must be closed
then they would get a hell of a shock as many would I suspect ignore
the directive.
