I write with regard to the following post:

I would begin a detailed work over of this proposal, with such
suggestions as lowering the 500 number to 200, but I will not.  Instead
I endorse the proposal as written 100%.  I do this and ask others to
join in order to make a straight forward unequivicol statement from this
group. I will add this straightforward statement of intent.

It is the overwhelming majority consensus of this WG that if the
constituency structure as it presently exists is to function as directed
and required by the by laws and articles of this corporation, then the
formation of additional constituencies must be made simple with no
beauracratic barriers. There should be no obstacles to the formation of
constituencies except a minimal requirement of membership and
participation.  The constituecies must be given direct effective ability
to place and remove elected officials within the DNSO structure, as in
representation.  The implementation of these procedures must be given
the highest urgency and priority.
