I can appreciate the fact and that to allow the inclusion of special interest groups with limited numbers it may be necessary to adjust the figures.  The figures I quoted are for a starting point in discussion.

There is also the alternative, where such existing constituencies alter their membership structure to include not only the top level managers but also lower level positions.  In your own case with the ccTLD's, there is not only the Managers involved in their implementation.  It can be supposed that each ccTLD has a full management staff.  This would equate to only needing 2-3 members from each of the ccTLD's on average to meet the threshold level.  To me, that would make it more representative as there would be potentially more input.  Also in the case of ccTLD's, there would be interested parties from Government and other organizations that would be willing to participate if offered the chance, also users of the ccTLD services.
