[wg-review] Names Council 3

This is perhaps one of the most important and yet out right silly topics
of all we address.  One harkens back to Mr. Younger and the concept of
his son's pow wow. Is this a group that actually gives a name, or more
accurately decides how to do it.
I know, "read all the material leading up to the formation of the
"Council"", oh come on it is something out of the survivor series.

Since we all gave up on the defintion of a Domain Name we can not go
forward into this portion of the review without absurdity. Without a
concept of Domain Name how can we possibly review the function of a
Council in charge of handing them out. Talk about Alice in Wonderland.
