These two paragraphs come from the Roving Reporter:
Several sources present at the ICANN-Studienkreis 2-3 February meeting
in Zurich confirm that, in Marc Holitscher's panel discussion on the
Membership at Large, Chief Policy Poobah Andrew McLaughlin stated that
the MAL "doesn't exist" anymore. Evidently, ICANN staff is flogging the
claim that the MAL was just a
temporary mechanism for "selecting" regional directors for the board --
and claim, further, that this was the plan from the very beginning, it's
all in the documents, &c., &c.
McLaughlin writes (not necessarily in response):
To reprise what I said in Zuerich: The At Large Membership does not
exist in the form Hans [Klein, of CPSR] wants it to exist. At the
moment, it exists in a state of suspension: Under the Bylaws, the
membership was constituted for one purpose and one purpose only: to
choose 5 Directors in 2000. After that, the At Large Study is supposed
to figure out what sort of role and function it should have in the
future. But, of course, there haven't been any registrations since July,
and no activations since September. So it can't be a surprise to anyone
that the membership database lies dormant, pending the outcome of the
study.
This groups report which was incorporated into the TF report being
commented on at this moment, discussed the relations of constituencies
and the at large. Meanwhile someone from ICANN is in meetings declaring
there is mo At Large.
Now without suggesting evil motive or intent this would appear to be
either the right hand not knowing what the left is doing or pretty clear
evidence that the TF and this WG were designed to be ineffective.
I absolutely researched this yesterday and came up with the conclusion
that the MAL does not exist. Because it was designed only to exist until
elections and then fold.

Study
Committee
26 January 2001 (Marina del Rey, CA, USA) - The Internet Corporation
for Assigned Names and Numbers (ICANN) announced today
that it was commencing a comprehensive study of the structure of its
At Large membership. The study will be conducted by an At Large
Membership Study Committee that will make recommendations to ICANN's
Board of Directors on how individuals can effectively
participate in ICANN's policy development, deliberations and actions
for technical coordination of the Internet.
Now this may not be outright misrepresentation but it is so close that
it .......
