This fails because meetings have a work-product. Otherwise they are a
useless gab-fest.  As it is, the GA is a dunsel. My value-judgement is that,
that is wrong.

Way back, in the begining, the DNSO/GA was actually declared to be the
official meeting place of the GA, by the ICANN BoD. This was supposed to be
the place where the real business of the DNSO was done. The ICANN BoD has
reniged on that promise by handing control of the GA chair, to the NC.
