If I am not mistaken the French is an attempt to preserve French culture, which
in some form must be followed by every country.  I personally place that
preservation far above any other major policy concern, especially trademarks and
IP.  I do not want the Internet to homogenize the world, if that were our
legacy, count me out. As I grew up I witnessed the destruction to a large degree
of Navajo culture when we force fed our cultural values unto their children.
This was an atrocity I do not wish to see repeated. OTH I do not want to leave
anyone out of the benefits.

Perhaps in the short run, simply bringing this issue to the forefront is a
reasonble goal.
