Most ccTLDS are organisations with members and in theory should
represent registrants.  Their duty under RFC1591 is to serve the
internet community.  There are no guarantees of course.

The bottom line with the ccTLDs is that ICANN needs them much more
than they need ICANN.  If some agreement is not reached with them,
then they will to go off and form their own peer organisation that
will run the ccTLDs and leave ICANN the gTLDS only to worry about.

This as I understand it is not a preferred option but certainly a
viable one.
