yes, unprecidented-
because now there is no way that ccTLD will get anyone on the board thru
DNSO. the coalition of business, ISP/CP, and registrar will control the
board seats in the DNSO.
considering that ccTLD pays 33% of the ICANN funding, it certainly should
have some seat(s) on the board. Not necessarily 3 seats, though.

In other words, as an SO, the ccTLD SO would
appoint 3 Directors to the BoD *and* also have a
say in the voting of an (as yet) unspecified
number of Directors from the DNSO? Wouldn't that
give the ccTLDs an unprecedented (indeed
practically unrivalled) voice in the selection of
ICANN BoD Members?
After all, as is stated on the ICANN website: "The
SOs help to promote the development of Internet
policy and encourage diverse and international
participation in the technical management of the
Internet. Each SO names three Directors to the
ICANN Board."
Or would the number of SO Directors be decreased?
i.e. 2 per SO?

P.S. Is it just me, or does it almost appear a
foregone conclusion that the AtLarge Directorships
are being readied for the scrap heap?
