thanks for your effort at clarification, but I still don't get the proposal
in terms of reconstructing a council?  Is that the link here?

Marilyn, I don't think that I would characterize a proposal that calls for
the current constituencies to participate in conjunction with other special
interest groups in a revitalized General Assembly as "blowing up the
existing Constituency model".  This is a refinement that chooses to
eliminate the Council/Assembly dichotomy while providing for the continued
voice of the constituencies as special interest groups.  This approach would
readily allow for greater input by members of small business, individuals,
and others, as all are welcome to participate in the GA.

We all seek constructive change and we look forward to other proposals to
allow for such change.  Ultimately this WG should be able to forge a
meaningful construct that will be acceptable to all.
