Rod,

Thank you for your posting.  Let me just mention
that I am currently working on a draft of the
various discussions within the WG relating to a
restructuring/reorganization of the DNSO.  Your
post is clearly in support of the establishment of
an IDNH Constituency, but would you care to
outline the terms and conditions of such a
constituency as you envision it?  Also, though the
desire for an IDNH Constituency within the staus
quo DNSO structure represents one position in the
WG Review, there have been other proposals, some
of which point to a dissatisfaction with the
status quo organization of the DNSO.  So, in all
fairness, I think any report issued by this WG
must include a discussion of the various proposals
and an assessment of their respective pros and
cons based on deliberations within the WG.  

I look forward to reading more on your proposal
for an IDNH Constituency.
