Erica, thanks for the opportunity to clarify, I think the intent is where the NC
member's mail server sends a response "email delivery failure" for whatever
reason..... not one of lack of participation...
So how about a modification....
"Where a Names Council Representative ceases to be contactable at the email
address (due to email delivery failure notification) and telephone number
specified on the Names Council Member Contact List over a period of three
consecutive weeks ........."

I don't think there should be a _requirement_ to "report" to the secretariat of
each time we take a (rare) vacation!!! .... but if a NC member so desires they may
leave a proxy..... (and is always free to send a brief courtesy note to the
Secretariat)

Danny raises a good point......
Do we want to place a duty on the NC member to participate in NC meetings/email
discussions??
Either way I don't think it is a matter for the Proxy voting proceedure.....
