Don't know whether Dany has answered this, but here's the plan:

I have drafted a membership fee scheme that will eliminate from membership
organizations that don't pay. It will be discussed in Melbourne and voted on
shortly thereafter.

That will take at least a year to implement, however. In the meantime, we
are arranging to have a few large organizations raise $13,000 to cover the
amount for 2000. We have some pretty solid commitments for most of this, but
some issues regarding how to do it need to be negotiated. Expect action in a
month or two.
