RE: [council] voting for board member -- procedures and when

Even after this proposal I continue to support the view that we need to
settle the election BEFORE Montevideo. The approach Vany has proposed would
be such a distraction it will just divert attention from other issues.
Getting real work done at ICANN meetings is already proving to be a real
challenge.  

This comment is made fully recognising the importance of this election, I
just feel there are better ways of handling it so that we maximise the
benefits from our time in Montevideo.
