You don't go far enough.

I say that such a major change should NEVER occur, impacting current
or future registrants, after a gTLD has been in operation and use so
long as an unrestricted gTLD.

Chuck has said that this move of .org to a restricted TLD is not a
part of their talks with ICANN. I would be curious to know for certain
who exactly brought it up first.  Such a change would only benefit
Verisign under the new agreements.

There is no reasonable basis for making a change in policy like this
on a gTLD that has been in such wide use already.
