thoroughly on the DNSO GA list and those posts along with specific
suggestions
are available for anyone's review.  I would suggest that Louis Touton
alone
with any interested parties take the time to do that review carefully
and
completely.  This problem could have been prevented long ago now.  Sadly

the pervacivness or the arrogance of the than ICANN BoD and lacking
staff refused to do so...  Hence another mess to clean up.
