Oh yeah, that's practical.

Shall we tell the abusers to limit their abuses to no more than 5 a
month also?

The solution is for people to abide by the rules of civil discourse,
and in the absence of that, for moderators to act swiftly and
judiciously.

Apparently the list moderators may lack the tools necessary to carry
out their decisions.  If that is the case, then perhaps the system
needs to be changed.
