Actually, IAP and IPP differentiate internet access/infrastructure
providers and Internet Presence Providers, but both are generally
accepted as "Internet Service Providers."
The ISP constituency should permit the membership of IPP's. They
represent the single largest channel for the origination of domain
name registrations, which they handle on behalf of their user base,
and thus have a direct and compelling interest and stake in the DNS
process.
