[ga] voting software

The subject of online voting software was brought up here not long
ago, so I thought I would post this announcement here.

After some interest from developers and regular members on the IDNO
mailing list that an open source voting system would be preferable to
a closed sourced and proprietary voting system, some members of the
IDNO have decided to code such a beast.

Tentatively the code will be web based, but I'd also like to see an
email based solution.  It seems most interested parties prefer to use
open source tools like php and the MySQL database, at least initially.

As someone who believes in making things as cross platform and
portable as possible, I'll try to make sure that it isn't so dependant
on MySQL that it would be difficult to port it to use other databases,
including PostgreSQL or any other database that PHP has native support
for.
